The Government of Guyana, through the Ministry of Education and the GOAL initiative, is spearheading a national effort to build a skilled local workforce in response to the country’s rapid emergence as a major player in the global oil and gas industry. With no historical background in oil and gas production, Guyana faced a significant skills gap in its workforce. The government’s vision is to achieve 80% local content employment in the sector, ensuring long-term self-sufficiency and economic opportunity for its citizens.
The Challenge
Guyana’s oil and gas infrastructure expanded rapidly following major hydrocarbon discoveries. However, the country lacked the technical expertise and workforce readiness to support and sustain this growth. The challenge was to design and deliver a scalable, high-impact training programme that could quickly upskill local talent and align with international industry standards.
Objectives
Develop a tailored technical training programme for entry-level oil and gas roles.
Embed a strong health and safety culture from the outset.
Provide practical, hands-on training to ensure job readiness.
Support the government’s local content strategy by enabling employment for Guyanese nationals.
Ensure inclusivity and gender diversity in programme participation.
Our Solution
We designed and delivered a three-stage blended learning programme:
Stage 1 – Pre-learning assessment
Established baseline knowledge and skills to tailor the learning journey for each participant.
Stage 2 – Safety passport
Delivered a self-paced digital learning programme covering health & safety and operational effectiveness through eLearning and video modules.
Stage 3 – Technical pathway
Conducted a 5-week intensive, hands-on training programme with 90% practical delivery.
Cadre 1 delegates were trained in rigging, pipefitting, and plating disciplines.
The programme is ECITB-accredited, with each learner earning a Level 3 qualification.
The Outcome
150 Guyanese nationals enrolled, with the first 24 graduates securing employment with Noble Drilling and SBM.
12 female participants successfully completed the programme, supporting gender diversity in the sector.
Participants emerged work-ready, equipped with internationally recognised qualifications.
The programme laid the foundation for a sustainable, scalable workforce development model in Guyana’s oil and gas sector.
